My old 9800 could run wow at 70 FPS The GTX 560 Ti and HD 6950 are the $200-$250 bracket GPUs currently, I wouldn't spend more than $150 on a GTX 460.

AMD Phenom II X4 965 Processor
4 gig ddr2 gskill
1gig 4870
IDE drive
i don't want to upgrade my processor unless you think it'll bottleneck a new mobo/ram/gpu setup

... id say your biggest upgrade would be a new motherboard with an ssd and then just overclock your processor a bit and your video card until the time comes you can afford new ones.

SSD + 8GB of better ram, probably the best cost-to-benefit ratio.
If you still aren't satisfied then upgrade the gpu.

The performance difference between the 790FX and 890FX is negligible; he'd gain DDR3 compatibility, 6 GB/s SATA, AM3 support, etc. all of which Under can't even use. And if he were to get DDR3 RAM, a SSD, an AM3 CPU which would be required with an 890FX motherboard, then we're talking about an entire system overhaul at which point he should just go with a Z68 and i5 2500k system that can utilize SSD caching.
I'm pretty sure Under just wants to upgrade a component or two not his entire system. Also, Under you easily can and should over clock your CPU with that motherboard.
