The 250GB limit has been active since Oct 2008. Comcast doesn't act on people going a little over unless it is grossly excessive. One client in California used 1 TB each month for 4 months before being shut down by Comcast. With the new metering, it's easier to see who is going way over and handle legal issues with the ToS.
