There are at least 2 ways to do this fight. There are certainly 2 popular ways, a solo tank using block gear (which many tanks are trying to replicate, if the countless PM's requesting a gear list are any indication), tanking all of the Nerubians. You can also use 2 tanks each tanking 2 Nerubians on either side of Anub.
In the first situation, with one tank picking up all the adds, the most reliable way to make the strategy work is with 2 rogues using Tricks of the Trade on the tank and then attacking the Nerubians as soon as they spawn, so they go right to the tank. You also need to have the rogues save energy for kick at all times, even while fanning. Fan of Knives is NOT a reliable interrupt when all 4 Nerubians are stacked, due to the mechanics of the FoK interrupt and server recognition of interrupts.
What this results in is reduced DPS by those 2 rogues as they have to run out to ToTT, and slightly reduced DPS by all the rogues by having to pool energy more than they typically would. You need 4 interrupters total, each assigned to a different Nerubian, so 4 rogues isn't required for this in the least, just 2 rogues and 2 other people that can interrupt.(We use 4 because we like rogues.)
The second strategy uses 2 tanks that each pick up the Nerubians themselves. No rogues need to pull off and stop attacking, meaning their DPS is higher. The tanks bring them close enough for AoE to be effective, but not get themselves killed. This part is the same in both strategies. The tanks may take more damage if they are not using a specialized block set, so they will require more healing (But with proper healing assignment by 2 paladins, this is almost no difference in healing throughput requirement from 2 tanks to 3 tanks)
In a single-block-tank strategy your trade off is gaining one DPS in the raid (or a healer), for more DPS/Buffs/whatever. You lose a noticeable amount of DPS from the rogues assigned to the ToTT role. If someone were to take the time, it would be curious to find out the net gain or loss.
In a 2-nerubian-tanks strategy your trade off is gaining the DPS by requiring little to no external help for the tanks in the way of misdirects/tricks/stuns/whatever, but losing a slot to an additional tank. That slot may be a healer or a DPS. This raid also has another tank target that is kept at decently high levels of health, so Locust Swarm will be healing Anub for a bit more (not sure on exact calculations for how much he's gaining/rdps worth, etc).
Both tactics are very clearly repeatable, as both have been used. Neither is essential, the complexity and difficulty of the fight mostly comes down to getting the Nerubians in one place to be effectively AoE'd before the next group spawns, and handling Penetrating Cold in P3.
Is block extremely good on this? Yes, it is. This does not mean every guild that has ever used a DK on Sartharion or a DK on Vezax HM was also similarly "exploiting". To throw out such accusations is petty and quite frankly, ignorant.
