isn't it better to just holy wrath if you are gonna be the second stun anyways

It's 100% duration > 50% > 25% > immune for 15s, and Holy Wrath is a 3s stun but if it's the second stun (1/2 DR) it'd be a 1.5s stun. We could stun for 1s longer if we used HoJ/Kidney before shockwave but it is beneficial to use shockwave initially to keep them bunched up for pestilence and stuns and shit.
