Well here's a simple solution.
Have the people on WL engage in some kind of activity that helps, such as gathering mats for pots/fish feasts, so that they aren't completely bored out of their minds while they sit on WL. No one likes to do WL only because it's 4 hours of thumb stuck up the ass for a possibility of being needed, which may or may not happen at all in the first place.
In general, we're pretty notorious for not really handling new recruits all that well. A feeder guild would probably help.
I'll start the WLPH AAA Guild "Ducking Done Differently". Personally the name is always a plus.
