he's not hitcapped because he doesn't have enough hit gear even though he's reforging any non-hit pieces to hit (ps. you missed reforging your mh, and +50 int on bracer is better than +50 hit on bracer)
instead of moving improved arcane explosion to burning soul, you can also move improved blink to burning soul. arcane does very credible aoe when talented with ab4 ae ae ae ab ae ae ae etc.
also missing cauterize in your fire spec. inexpensive survival talents like that are essential for progression
