That was my initial thought, but I do see some pieces that are crit/hit that should (optimally) have the crit reforged to haste.
Helm, shoulders. There's also ways to get a lot more out of that gear I can see - you should run you stat weights in simcraft and then use them at wowreforge.com or any kind of reforging optimizer.
Lack of raid experience is also a flag (also, why no Occu'thar kills? That's easy VP/chance at gear). However, his past raid history does indicate he should be a knowledgeable player and perhaps he is just now getting back into the game. I can work with you on gearing - that is not an issue. I can not, however, teach you how to raid. So if you possess the raiding knowledge...I can help catch you up on gear/etc.
