Marijuana isn't water soluble but rather highly fat soluble, so as long as you're cooking it in some kind of fatty oil, milk, egg, butter, etc. it will work. However cooking it all together at the same time seems like you wouldn't get the most dissolution, so I'd encourage grinding up the eighth (amount the recipe calls for) and slowly cooking it in just the oil, milk, and eggs first then adding the rest of the ingredients.

Oh Marijuana is alcohol soluble too, but weakly so you'd need to have it sit in a bottle of at least eighty proof liquor for a couple weeks for decent dissolution.

There will be a fairly identifiable scent of Marijuana when cooking it, and unless your eggs and milk aren't refrigerated or you leave the brownies uncovered in the dark deep reaches of your basement Salmonella should not be an issue.
