H Nef isn't a dps check. It's an add tank/healer check. It really helps while learning for the dps to have a 40% magic CD for almost every crackle (it now does 130k dmg in H). Personally, I'll either be sporting 15% moonkin reduction/barksin or 25% soul link reduction depending on what I'm playing. Rogues should be fine with cloak and feint. But some classes have no personal CDs.
