Yes. A legendary legendary makes more sense than a not-so-legendary legendary. But all the low level not-so-legendary legendary weapons cost next to fuck all on the AH anyhow. Occasionally a not-so-legendary legendary makes a nice upgrade. It makes you feel legendary, even though the weapon itself is a not-so-legendary legendary.

its more like 15% attack speed, and depending on roll you only lose like ~50 of your primary stat
vit is useless

You must be seeing some really well itemized ones then. But if that's the case, then the problem is randomized Legendaries - the vast majority of them just plain suck.
In D2, the numbers were randomized within a range but properties were static. And even when low, the numbers were still great. In D3, 80% of the properties are randomized and the numbers often fall into a range that makes them decidely un-legendary.

I'm not saying there are no good Legendaries. I'm saying that there are lots and lots of ones that are bad. And moreover than even that, most Legendaries are not better than other similar level yellows. Legendaries should be legendary. If you're a level 25 caster and you find a level 25 caster Legendary, you should be freaking excited to equip it. You should not find that it's worse than the random yellow you found on the gound three levels ago.
It also feels like the the ratio of un-legendary Legendaries is much higher in D3 than it was in D2 (though I readily admit this could be hazy memory, it's been a year or two since I put much time into D2 last).
If you go to WoWhead's D3 database and just look at all the Legendaries for each slot one slot at a time, it becomes pretty clear that only maybe one out of every four Legendaries would be something you'd actually ever want to equip.

That is the intended attraction for continual play of Diablo is to find better loot with the right stats on it.
I used to spend hours a week trying to craft incredible gear using rare runes and the horadriac cube.

In diablo 2 there were 2 tiers of unique items that were borderline useless, that is about 2/3rd of the total uniques.
Listening to you guys cry about the game pre inferno was annoying, now having to sit through this about the items being shitty and poorly optimized makes me want to sock you in the dick. Stop complaining because you dont like the games current implementation of "X" either wait for a patch or play something else. There are plenty of people overcoming issues the game has thrown at them and yet you stay here stagnant complaining about it.
