SAN MIGUEL FIRE DISTRICT REPORTS TO CREST RESIDENTS ABOUT FIRE PREVENTION

The hilltop town of Crest east of El Cajon was destroyed by the Laguna Fire in 1970, and again in the 2003 Cedar Fire, when over 300 homes were burned to the ground. There are 2,593 souls living in Crest in 967 households. Residents met in the Crest Community Center on November 20 to discuss fire prevention, evacuation concerns, and the state fire fee assessed again this year.

About 53,000 California homeowners received bills last year for a State Responsibility Area (SRA) fire fee to be paid within 30 days on a per parcel basis. Some Crest residents on Wednesday, November 20, xpressed concerns about updates, since new bills went out for this year. “Back country homeowners are being double-taxed,” one resident stated.

Residents in the back country already pay for fire services in their property taxes. A process of “paying under protest” was suggested by Supervisor Diane Jacobs, who is aware of the duplication and supports grass roots efforts to educate homeowners to pay to avoid late fees but to designate that it is being paid under protest.

An appeal process is available for the SRA fee in cases in which a homeowner finds the information in the bill does not match the number of parcels. Information is taken from public records which can change frequently. In some cases, homeowners sold or lost their homes before the start of the billing period, but still received bills. The appeal process is available for these people, as well.

Cal Fire does not have anything to do with instituting the fee, which was achieved through political means. However, Cal Fire is the recipient and administrator of the funds, and budgets were reduced accordingly. Fire Chief Porter told the assembled group filling the Crest Community Center that San Miguel Fire District did not endorse SRA and even went on record opposing it. Monies can only be used for prevention and new services, not fire fighting.

SRA fees are $150 on the average parcel with some variation. Eventually, there will be grant monies available for individuals and groups who apply and are approved. In that way, funds come back into the community. However, grant applications will not be available until all of the challenges to the SRA fee have been met and resolved.

The next main concern of the residents was the establishment of evacuation routes out of Crest during another major fire episode.

Suncrest Truck Trail and Rios Canyon Road were two roads discussed.

“Let’s get two roads open for the next fire, so people can get out,” offered resident Robert Davidson.

Certainly, all Crest residents and firefighters see the need for more egress. Initially, discussion involved terminology; access, egress, emergency evacuation route, and fire ingress. These designations have varying standards. For example, a truck trail for firefighter is only cleared to four feet wide and permits off-road vehicles access to an area in order to fight fires. It would be dangerous to send cars on to such a road. Coordination between three organizations determines whether funds come in to improve a road for emergency evacuation.

Though this is not possible right now, the San Miguel Fire Board responded positively to the recommendation. Once a road is designated as an emergency evacuation route, there is work to be done to bring it up to that standard, along with maintaining it and providing signage. Liability issues exist, as well.

Operations reports presented by Battalion Chiefs Menshek and Marugg confidently addressed improved fire prevention and fire fighting efforts of both fire agencies present: San Miguel Fire and CalFire. Board Members of both of these fire agencies share a common goal: to keep 90 percent of the fires at 10 acres or less. Dan McMillan, Director of San Miguel Fire District, told East County Magazine that the coordination is working: “Specialists are more readily available, making sure we are operating the most efficiently with Cal Fire.” Since 2003, mutual aid agreements exist between fire agencies, he added.

The agencies also have common communication with their technological devices and are able to communicate with air teams. These agencies can now put a lot of resources on one incident, communicate, and share resources for aircraft. Even working with CHP for traffic issues, such as road closures is better. The ability to coordinate two incidents as one is a clear advantage. Currently, San Miguel, Cal Fire, and other agencies have the same training and many of the same policies. This cooperation enables them to work as one department, and all of the surrounding agencies move in, if needed.

Director McMillan also addressed East County Magazine’s questions about coverage in Crest since they instituted coordination efforts and a partnership between San Miguel and CalFire. McMillan stated, “San Miguel Station #18 is staffed 24/7 with a captain, engine, firefighter and a paramedic.”

Officer Leonard Villarreal, long time Public Information Officer for San Miguel Fire District, stated that he is against people staying behind in a fire to defend their home, referred to as “shelter in place.” Recent fires in Southern California have shown that not all fires allow for effective attempts to save an individual property. He made the point that pumps shut down when there is no electricity. Ultimately, the individual decides s/he has to exit, but cannot start their engine due to lack of oxygen, or they cannot see to drive through smoke. If they get through, there are backups on the highway. They may have waited too long – a tragedy that claimed lives during the 2003 Cedar Fire, for example.

“Give yourself plenty of time to evacuate; don’t wait till the last minute,” Villarreal urged. He told the assembled crowd that he would rather work on “keeping you out of trouble” than “getting you out of trouble.” Next year when Officer Villarreal is staffed full time, he sincerely hopes to develop the CERT team in Crest. Kids can get involved, too, in another direction. Currently, there is a school fire prevention program that empowers kids in fourth and fifth grade to be in charge of the smoke alarms in their homes for their families.

Before the meeting adjourned, Crest resident and volunteer Kandhy Franklin was honored with a plaque by the San Miguel Fire District Board. Ms. Franklin is a Crest resident who for the last 15 years has been committed to volunteering in many phases of fire prevention and improving communication during a fire, among other actions.
