Most LCD monitors are locked at a 60Hz refresh rate. At this speed, the pixel refresh time would have to be 15-16ms before ghosting would happen. For those running at 120Hz internally, 8ms (maybe 7) would be fast enough. Anything under 6ms is marketing hype and doesn't actually matter.
The monitor is a cheap TN panel; you get what you pay for... There are plenty of comparable monitors with similar features in that price range. Those that are higher in cost usually comes with different features or components that go beyond the basic specifications.
