Windows wont start. As soon as it attempts to, it crashes, I get a blue screen for half a second and thats it. I'm thinking video card is dead but idk for sure, and I dont have another to put in to test, and I dont have an adapter or another monitor to plug into the motherboard to see if it works if I take the card out. Wut do I do

Fairly certain it isnt the ram after testing each stick, but I'm an idiot so who knows.

sounds like a corrupted install of windows
DO YOU HAVE A WAY TO REINSTALL?
or another hardrive to install onto

get/download/acquire a bootable cd/dvd/usb of any kind (your windows installation media will work if you have it, or your favorite linux live cd etc, ask a friend to get it for you if you don't have a working computer)
stick it in
turn it on
does it work???
now you know whether it's software or hardware
(ps, if your video card is dead (for many definitions of dead) you wouldn't be seeing anything on your screen)

hell even a power supply issue could cause similar effects

Blue screen means memory conflicting and trying to use the same space twice.
Shame I don't think there is a way for you to paste the contents of the memory dump into a file so I can read it.
But you said you tested all the ram and it wasn't that, is the computer full of dust? maybe give it a good clean, otherwise i'd lean towards Motherboard
