Yeah, Ive opted for X-Perl in my recent ui's. I used to use pitbull, but found that X-Perl had a much smaller memory footprint. Ive heard the memory issue has been corrected though. What annoyed me about spartans unit frames (among other things) was the fact that I would have had to basically run 2/3 different unit frame mods to get what I wanted. Seemed pointless. Particularly when Im forced into using a default layout I wasnt overly fond of. Another issue I had with spartan was that it did not disable WoWs default focus frame, forcing me to stare at 2 focus frames or use a script (or mod) to remove the blizzard frame.
My ui's always start with X-Perl or Pitbull. Pitbull can be customized to such an extreme extent some people find it really daunting and time consuming to set up. But if you want a custom unit frame look, its the way to go. Otherwise, X-Perl works just fine. I also generally opt to disable their raid frames in favor of grid.

I use dominos for my action bars. Ive had some issues with bartender4 not saving profiles, even after a clear of WTF/Cache/Interface folders and a fresh download/install. They're pretty much the same damn mod, but dominos just feels cleaner and I believe the last time I checked, it used less memory.

To further customize the look I use KGpanels. You can use custom art to get just about any look you want, but I just use basic black panels with varying levels of transparency. My previous UI used badrasta's textures to fill the panels. (Its the same artwork used in the fattytauren ui seen here

Ive recently come to love sexymap. Not only is it a nice minimap mod, its... well... its sexy. Screenshots dont do it justice, you have to see it in all its animated glory.

To get everything just right, I use Align. It throws up a grid so you can make sure everything is evenly spaced, etc.

I use a lot of mods, but those pretty much cover the "look".
Glad your latency problems are fixed up though. I wouldn't have thought a clunky ui would affect anything other than fps...
